2. Penny Hart, Georgia State

The second wide receiver we look at is Penny Hart from Georgia State. He’s an interesting prospect who played at a small school, but has enormous talent and showed that while at the Senior Bowl — and is likely to do so again during the NFL Scouting Combine at the end of February.

One hang-up with Hart is that he’s on the smaller side much like Jarvis Landry and Antonio Callaway. With both Landry and Callaway listed at 5-foot-11, adding the 5-foot-8 Hart may not seem ideal at first, but the Browns could change their minds since this kid can flat-out play. In fact, Chris Trapasso of CBS Sports said he even overshadowed Andy Isabella, who has been a favorite of many who study the draft.

More from Browns Draft

"“While Isabella certainly didn’t have a bad week in Mobile, he was outshined by Hart, Georgia State’s 5-foot-8, 180-pound pass-catcher who was the best player on the field on Day 3 of practices for the North team.” — Chris Trapasso, CBS Sports"

Another interesting thing Trapasso says about Hart is that he can win on the outside as well, despite his frame. He also praised the wide catch radius of the young man who recorded 203 receptions for 2,960 yards during his time with Georgia State.

In Cleveland, Hart would present problems for opposing teams as he can line up in several different spots, which is similar to what they have in Landry and Callaway. While a bigger target seems to be the need, the Browns would seriously have to consider Hart in Round 4 or later should he still be sitting there.
