8. Shelby Harris – Denver Broncos – 29

A seventh-round pick by the Raiders in 2014, Shelby Harris has spent the past four years developing into one of the most underrated players in the NFL.  He’s made practically nothing during that time, and perhaps that will change this offseason. If it doesn’t, the Browns should jump at the chance to sign him for cheap. But even if it does, Harris would be an upgrade over Sheldon Richardson, for example.

7. Sheldon Rankins – New Orleans Saints – 26

The 12th overall pick back in 2016, Rankins has dealt with some injuries, and hasn’t been consistently excellent, but he’s flashed high-level play and has plenty of ability. On a cheap one to two-year deal, he could be a quality starter with the potential to become much more than that.

6. Mike Daniels – Cincinnati Bengals – 31

When Daniels was cut by the Green Bay Packers, the Browns were floated as a potential landing spot for him. Instead, he was given over $8 million by the Detroit Lions, and had a middling season marred by injury. He then signed for just $1 million with Cincy last year and didn’t make much of an impact. He was a great player from 2013 to 2017, and for another minimum salary, could be a nice backup in Cleveland.
