Bengals WR Andrew Hawkins has a multi-year offer sheet from Cleveland. He's a restricted FA, so when signed, Cincy has matching rights.

Hawkins is a young athletic receiver who can play the slot in the Browns’ new offensive scheme under offensive coordinator Kyle Shanahan. The Browns’ front office needed to address the receiver corps either through free agency or the draft. In my opinion if the Browns’ were able to land ‘Baby hawk’ for a decent price tag then it will be worth it. However, I do feel that they could have saved their money and just addressed the receiving corp through the draft, which is widely believed to be very deep at the receiver position.
