Full list of Cleveland Browns set to be free agents in 2019

Exclusive-Rights Free Agents

An exclusive-rights free agent is a player that that has only accrued two seasons or less in service time. These free agents are not able to negotiate with any other team, unless their team does not tender a qualifying offer. Players that are tendered must sign the qualifying offer or sit out the rest of the season.

Trevon Coley

Trevon Coley has played in 31 games for the Browns, including starting 29 games. At 6-foot-1 and 310 pounds, Coley is a solid run-stuffing defensive tackle. In his two seasons with the Browns, the 24-year-old has complied 80 total tackles, 11 tackles for loss, 2.5 sacks, and five quarterback hits. He has also recovered two fumbles.

It would be a surprise if the Browns do not tender Coley. Although he is over-matched as a starter, he would fit well as a third or fourth defensive tackle. The Browns may look to upgrade the position in free agency, but Coley could play a role on the Browns defensive line in 2019.

Jermaine Whitehead

Jermaine Whitehead has been in the NFL since 2016, but he played in only two games during his rookie season, so he did not accrue a season in service time. He has played in 17 games for the Green Bay Packers the past two seasons. The Packers released him following Week 9 this season after he was ejected for slapping an opponent.

The Browns claimed Whitehead on waivers, and he played seven games for Cleveland. The 25-year-old played most of his snaps on special teams for the Browns, making only four total tackles. In his career, the safety has made 29 total tackles, three tackles for loss, one sack, two quarterback hits, and three passes defended.

There are multiple Browns front office members that were in the Packers personnel department, so Whitehead will likely return as a Browns special teamer.
