Seeking: speed, ability to create separation, and ability to win downfield
One or both of Jarvis Landry and Odell Beckham Jr. may not be here in 2021. Regardless, the receiver room as currently constructed is a terrible fit for both Baker Mayfield’s skillset and Kevin Stefanski’s offensive system. Things have to change, and while the team will likely draft a rookie to help, there are plenty of great veteran options on the market as well.
There are multiple players on this list that would necessitate moving on from one or perhaps both of the LSU buddies. There’s simply not enough money to go around, the Browns cannot afford to spend more on the position than the $34.6 million they are now, which doesn’t even include Higgins or Hodge.

Williams’ four-year $44 million contract with the Las Vegas Raiders didn’t work out, but he can still provide size and speed, at the right price of course.

Breshad Perriman
Perriman turned 16 catches from Mayfield in 2018 into $10.5 million over the past two seasons from the Tampa Bay Buccaneers and New York Jets. The Browns lack size and speed on the outside, and Perriman has both to spare.

John Ross
Ross has dealt with injuries throughout his career, but did turn 21 catches in 2018 into seven touchdowns. Plus, he’s super fast. A low-cost reclamation project could make sense, similar to what the team did with Perriman.

Samuel has been an effective player since moving to receiver full-time, but his best football is likely ahead of him.
