9. Chris Conley – Jacksnoville Jaguars – 28

Big and fast, Conley was a very nice value for the Jaguars over the past two seasons, earning under $4.6 million in total. He does not have great hands, but as a fourth or potentially even third option, he could provide the downfield threat that the Cleveland offense lacks at the moment.

8. Demarcus Robinson – Kansas City Chiefs – 26

Robinson has been low on Patrick Mahomes’ totem pole, but he has been a reliable target when involved in the offense. He could potentially fill the Higgins role for the Browns, but would obviously need to be paid less than Higgins makes next season, since Higgins’ track record with Mayfield is preferable to bringing in a new guy.

7. Curtis Samuel – Carolina Panthers – 24

Samuel played the role of an offensive weapon at Ohio State, often lining up in the backfield. The Panthers drafted him to play receiver full-time, and while it took a while for him to adjust, things have begun to click. He’s a well-built 5-11, 195 pounds with 4.31 speed. He easily creates separation and is good after the catch. Samuel is an ascending player, and his best play likely lies ahead of him. He also has a great last name.
