9. Jalen Mills – Philadelphia Eagles – 26
A 2016 seventh-round pick, Jalen Mills didn’t do much as a cornerback throughout his four seasons, but was moved to box safety in 2020 and played much better. He made $four million last year, but likely won’t match that amount due to the lower cap this offseason.
8. Malik Hooker – Indianapolis Colts – 24
The 15th overall selection in 2017, Malik Hooker has been great when he’s been on the field. The problem is he has trouble doing that. He missed nine games as a rookie, five over the next two seasons, and then suffered a torn achilles after two weeks in 2020. The Colts had already declined his fifth-year option due to injury concerns, which were well-founded.
Hooker is an immensely talented player. His instincts, range, and ball skills are matched by few safeties in the league. But his inability to stay healthy is a major issue. He’ll likely be forced to sign a cheap one-year deal in order to prove he can make it through a whole season, and if that’s the case, he’s worth the risk for Cleveland.
7. Keanu Neal – Atlanta Falcons – 25
Keanu Neal was Atlanta’s 2016 first-rounder, and he’s been a solid box safety for them outside of his injury-riddled 2018 and 2019 campaigns. He could be a fit as the team’s ROVER, potentially even long-term.
